The Chairman Arrives ((かい)(ちょう)(さん)(じょう)()()()()()(), Kaichō Sanjō) is the 12th chapter of the Hunter × Hunter manga, written and illustrated by Yoshihiro Togashi.

Synopsis[]

Talking with someone on the phone, Menchi refuses to redo the test and becomes upset when told that she didn't adhere to the established criteria, pointing out that she judged according to her taste. Buhara adds that it also depended on the examinees' ability to understand her hints, and Menchi angrily tells him to mind his own business. She then tells the person on the phone that a certain examinee revealed the basics to the others and caused the issue, with Hanzo looking on nervously. After repeating that she doesn't have to redo the test, she announces to the examinees that they have all failed, causing the group to mutter amongst themselves and leaving them unsure about what to do.

At a hotel in a unknown city, the small official who handed out the Hunter Exam badges tries to call Menchi again but finds that she has turned off her cell phone. He asks the Chairman what they should do, and an old man is seen crouching as he balances a drink on his foot. He points out that she won't budge from her position, and the official stresses that there are too many irregularities and that Menchi simply stopped testing the examinees. The Chairman prepares to make his way to the site of the Second Phase, and the official apologizes for inconveniencing him, but the old man replies that it's the job of a Chairman and that similar situations have happened before. He explains that while Hunters can be stubborn and there have been years where no one has passed, they can't allow it to happen because of one examiner's ego.

As the two travel by airship to the exam site, Todo smashes a table and proclaims that he's there to become a Hunter, not to cook sushi. He adds that he plans to become a Blacklist Hunter and wants a real test, mocking the idea of a Gourmet Hunter. Menchi again refuses to back down and wishes him better luck next year, enraging Todo even more and causing him to charge toward her. However, Buhara uses a powerful slap to send the examinee out of the building before he lands bloody and unconscious on the ground. Menchi tells him that the attack was uncalled for, but Buhara points out that Menchi would have killed Todo if he hadn't intervened. Revealing two blades and spinning them in her hands, Menchi replies that he may be right and then mocks Todo's aspiration to become a Blacklist Hunter, pointing out that even Gourmet Hunters have to be proficient in the martial arts. Now wielding four knives, she explains that they often journey to distant places to obtain rare foods and that they also deal with poachers, stressing to the examinees that they should have a burning desire to challenge the unknown.

A voice is suddenly heard over a loudspeaker asking Menchi about her questionable decision, and the examinees all look up to see an airship with the Hunter Association logo, recognizing that it's the judging committee. The Chairman leaps down from the airship and leaves the examinees in disbelief that he jumped down nearly 60 feet. Menchi addresses him as Chairman Netero, the head of the Exam Commission. Menchi obediently listens to Netero, which all the examinees recognize, and Netero proceeds to ask her if she failed them because they lacked the desire to challenge the unknown, also telling himself how cute she is. Menchi admits that she became upset when an examinee disparaged the test and then became even more upset when all the examinees learned how to make the dish in question, which made her lose her appetite. She also adds that she is very emotional about food and admits that she failed as an examiner, offering to resign and withdraw her decision.

As Todo awakens in pain nearby, Netero stresses that continuing the present test would compromise the exam results, suggesting that Menchi continue as the examiner and asking her to participate in a new test to set an example. With Menchi left unsure, Netero explains that it will let the examinees know that it's possible to complete it. As Todo stands up and tells himself that he won't forget the humiliation he suffered, Menchi accepts the offer and proposes boiled eggs, asking Netero to transport everyone by airship to Split Mountain. Netero happily agrees to the proposal, and the examinees travel to the nearby mountain where Menchi shows them the deepest ravine in the area. After explaining that a river at the bottom will take a person to the sea, Menchi takes off her shoes and suddenly jumps down into the ravine, leaving the examinees stunned and thinking that she's dead. However, Netero points out that she headed for the nesting area of Spider Eagles, which spin their webs across the ravine and use them to safely store their eggs.

Menchi grabs one of the strands and then hangs upside down, using her legs to hold on and grabbing an egg before climbing back up to the top. After she happily tells them that they just need to boil it in order to pass, Todo tells himself that she made it look easy, but wonders why any sane person would attempt it. Gon and Killua are eager to try, and Leorio adds that it seems much better than cooking. Several examinees then leap down into the ravine and collect their eggs as others stay behind out of fear. Netero tells them that there's no shame in recognizing one's limits and that they can take the exam another time.

The eggs are boiled in a large pot over a fire, and Menchi shows them the difference between a chicken egg and a Spider Eagle egg. The examinees can't believe the difference in taste and describe the latter as having a creamy texture, calling the former a rubber ball in comparison. Menchi hopes that they now understand that Gourmet Hunters seek treasures beyond just jewels or artifacts. Todo gets permission from Gon to try a bite of the egg and, after experiencing the taste, says that he will try again next year. With Menchi left smiling, it's stated that 42 examinees passed the Second Phase.
