The Conditional Auction Announcer welcomes the attendees and announces the auction theme: Hide and Seek. He notes that the seven pictures (of Phantom Troupe members) on the pamphlets being passed around are targets, and the goal is to capture them, with each target worth 
200 million. He adds that they can capture them dead or alive and that their methods have no deadline or restriction. He finally tells them that the registration fee is 5 million and to contact the number listed when they have the targets. If someone is not up for the task, they can return the flyer to the staff.[1]
