The Hunter Chairman Election is where a new chairman for the Hunter Association is elected, held for reasons including the passing of the most recent chairman, or the current chairman's choice to step down.

Background[]

Shortly after Hunter Association Chairman Isaac Netero dies, a video recorded before his death is publicized, making known his wishes to resign as chairman with instructions for the next chairman to be decided by election. Netero specifies that all Hunters must vote, and a vote which does not reach a 95% quorum is to have its results thrown out and a revote held in its place, with other details like the date and method determined by the Zodiacs. Netero estimates the difficulty level of the election to be "D";[1] the metrics used for his estimation are not revealed.

Though he arrives last and is late to arrive, the Zodiacs grudgingly agree through a majority vote among themselves to have the current Vice-Chairman Pariston moderate their meeting to determine the rules for the election to elect the 13th Hunter Association Chairman. Ging and Pariston both nominate themselves to be the next chairman, which none of the other Zodiacs want, so Cheadle proposes that they individually write down the voting method they consider best, that also maintains the requirements set out in Netero's video, and have Beans randomly select one of the slips.[2]

Beans draws Ging's slip, and begins reading the rules out to them:[2]

  1. All Hunters are both nominated and eligible to vote.[2]
  2. If the winner of the first vote does not get a majority, a revote will be held with the top 16 nominees of the vote, culling the pool by half with each revote.[3]
  3. If voter turnout is less than 95%, only that vote is repeated.[3]
  4. Voters must write their names down; anonymous votes will be invalid.[3]
  5. Ging Freecss is the chief executive of the election task force.[3]

The Zodiacs balk at the final point, but only Pariston speaks up to contest it. To the surprise of the Zodiacs, Ging agrees to drop the final rule without any resistance. Beans watches the situation in fear and awe. A flashback reveals that Ging met Beans two days prior to get his help in engineering a situation where his rules would be picked; Beans asks about the fifth rule, and Ging reveals that he plans to remove it when the Zodiacs make a fuss, making them more easily accept the first four.[3]

The Elections[]

After the rules are determined, Cluck uses her birds to deliver ballots to all Hunters.[3]

The 13th Chairman General Election begins with 661 Hunters eligible to vote, and 661 nominees. Instructions are given for Hunters to bring their ballots with them and drop it into the ballot box while at least three election task force members are present, with names signed and printed on their ballots. The voting location is the first floor lobby of the Hunter Association headquarters, with offsite voting allowed as long as three election task force members are present. Voting begins at noon on August 8th, and off-site voting will take place simultaneously regardless of time zone.[3]

For various reasons, the 13th Hunter Chairman election took nine rounds to elect a new chairman. Of the eight rounds that failed, the first, second, third, and sixth rounds failed to meet the 95% voter turnout requirement, leading to the second, third, fourth, and seventh rounds being a revote with the same number of nominees as its predecessor. The fourth, fifth, seventh, and eighth rounds failed to have any nominee obtain >50% of the votes, and so the pool of nominees was eventually cut down to two candidates.
