Kaiser (カイザル, Kaizaru) is a member of Kakin's Justice Bureau.[1][2] He is the Ministry of Justice's Deputy Chief Prosecutor.[3] Kaiser is also the investigator sent to monitor Room 1010 by Cleapatro for three days as a result of Barrigen's death on Day 2 of the voyage.[1]

Appearance[]

Kaiser is a man of an average build and slightly taller than average height. He has dark combed hair parted over his eye, arched eyebrows, and wears rectangular full-rim glasses.[1] His hair is parted over his eye, and has been seen parted over his left eye and right eye at separate times.[1][2] Like other members of the Justice Bureau, he wears a suit and tie. Kaiser generally remains expressionless, even when saying things that could be considered flirtatious or passionate.[4][2]

Personality[]

Kaiser maintains a calm, professional demeanor regardless of the events displayed around him. By his own words, people assume that he is a workaholic, but he alleges that his desire for love is more intense than anyone else's. Despite being a matter of the Justice Bureau (perceived to be a neutral party by many in the succession war), he is willing to involve himself in the succession contest and assassinate multiple Princes on account of his love for Melody and her music.[2] He also believes in the power of words to change the minds of others.[4]

On account of Melody's educated assumption that Kaiser is either manipulating himself or being manipulated, as well as his stone-faced demeanor, it is uncertain how much of his personality is authentic and how much is a presented front.[4][2]

Succession Contest arc[]

Surveillance on Room 1010[]

On the second day of the voyage, following the suspicious actions of Loberry (10th Prince Kacho's servant) right before the death of Barrigen in Room 1014, Sakata contacts Tier 1's Supreme Court and requests that Kacho's mother 6th Queen Seiko be charged both as an accomplice to Barrigen's murder and for plotting to assassinate 14th Prince Woble. Supreme Magistrate Cleapatro from Tier 1's Supreme Court denies the request, instead dispatching an investigator to monitor Room 1010 for 72 hours, who turns out to be Kaiser.[5] When Kaiser turns up at Room 1010, he attempts to question Seiko, even reassuring her that her Royal Privilege would protect her and that the questioning was a formality that would not enter courts. Still, Seiko insists on remaining silent as her rights allow. Kaiser remarks that her refusal to answer would save him some trouble and moves on. Kaiser informs Seiko that he would be with her for 72 hours, but she could freely move about with supervision and that almost any request she has will be honored.[1]

Chap 377 - Kacho and Melody continuing to communicate

On the fourth day of the voyage, Kacho tells Seiko that she and her sister 11th Prince Fugetsu want to perform at the next banquet, together with Kacho's bodyguard Melody. Seiko agrees to ask Nasubi for permission and to inform Fugetsu and leaves the room. Kaiser watches Kacho wave to Seiko as she leaves and sees Kacho immediately drop her act, following her as she stomps towards the back of Room 1010 while calling her mother names and insulting her. Kaiser tells Kacho he isn't recording her words, though Kacho sarcastically asks him to do so in response.[6]

On the fifth day of the voyage, Kaiser is seen in Room 1011 with Seiko as she receives her daughter Fugetsu from her escort back to Room 1011 after Fugetsu used her ability to reach Tier 3, where she was found by Mizaistom and the military. After letting Seiko hug Fugetsu, Kaiser tells Fugetsu that she will be assigned an escort for 72 hours, but will not be arrested and can still attend the banquet on Sunday (Day 8).[4]

Chap 381 - Melody's Hyle's Requiem

Kaiser and Seiko return to Room 1010, where they listen to Melody perform her interpretation of Hyle's Requiem. Kaiser reflects on the performance and says that he found Melody's hopeful interpretation of the piece unexpected.[4]

Melody personally escorts Kaiser to the door after the mandated surveillance on Room 1010 ends. While they are alone near Room 1010's door, Kaiser compliments Melody by telling her that he would have asked for an encore if they were not working. He considers making up a reason to continue watching Melody. He considers using the Justice Bureau and its independence to protect Melody until the Black Whale 1 lands. Melody thanked him but told Kaiser that his request for an encore might invite scrutiny and attract attention, which Kaiser conceded and agreed with. Speaking in a whisper, Kaiser tells Melody to call him if anything happens at any time. Melody says that she can't because the call would be logged and could be exposed if a petition for disclosure was granted. Kaiser gives her an excuse: he could come with the Justice Bureau to "watch" Kacho if Melody said something was wrong with her. Melody looks at him but does not respond. Kaiser says that he wants to be of use to Melody, adding after a brief pause that he wants to be of use to Kacho, too. He shares that he learned that music can have a powerful effect on people and that changing people could change the world. He says he wants to make an effort and hopes the King will change his mind. Kaiser admits that he feels like he has to do something, and as he leaves, he tells Melody to call him.[4]

As Melody watches Kaiser leave, she remarks that his heartbeat is unusual—a gentle, quiet, unperturbed tune, contrary to what one might expect from Kaiser's borderline work-inappropriate words. Melody perceives his heartbeat as one from someone who suppresses his emotions particularly well and is forced to consider the possibility that Kaiser is being manipulated. Melody notes that Kaiser making a pass at her was suspicious before returning back to her duties.[4]

The Justice Bureau responds to the escape attempt[]

Kacho and Fugetsu's plan to escape on the eighth day using Melody's performance as a cover tragically fails, leaving Keeney and Kacho dead.[7] Because of that, Melody and Fugetsu are confined to the Justice Bureau on Tier 2, together with Kacho's Guardian Spirit Beast which took on her form following her death.[8]

On the morning of the ninth day, Kaiser comes to interview Melody, who is waiting in an interrogation room with a member of the Kakin military watching her. Kaiser asks Melody if she has managed to get any sleep and gives her a bottle of water. Melody asks when she can get back on duty, and Kaiser answers that it will depend on how cooperative she is (with his interview). Kaiser tells her that Keeney left a suicide note claiming sole responsibility for the Princes' escape attempt, which the Justice Bureau would likely use as the official explanation, but tells her he is considering an alternate possibility. Kaiser tells Melody that several Princes were impressed by her performance and want to invite her to their suites, and hints that someone among them might be thinking the same thing that he is. As Melody sees that Kaiser is holding her to protect her from the dangerous Princes and confirms the impartiality of the Justice Bureau, Kaiser asks Melody to tell him in detail what she did on the eighth day before he asked her some questions, while preparing to record their conversation. When Melody asks about Princes Kacho and Fugetsu, Kaiser reveals that they are also being held at the Justice Bureau and that he plans to take his time to question them thoroughly. Melody silently thanks him for keeping them safe.[8]

Chap 400 - Melody distraught

Melody learns of Kacho's demise

On the tenth day, at the Justice Bureau's interrogation rooms, Kaiser, "Kacho" (Kacho's Guardian Spirit Beast in her form after her death), and Melody discuss what to do going forward. Melody trembles at the realization that Kacho had died, and blames herself for it. Kaiser and "Kacho" convince her to continue working to help Fugetsu win. "Kacho" proposes taking advantage of the fact that people believe her to be dead, but to not tell Fugetsu about it. Kaiser suggests that she should warn Fugetsu in advance that people have the mistaken impression that she died, which she would likely accept given "Kacho"'s existence. Kaiser complains about the difficulty in keeping up with the idea of ghosts and Nen, saying that he somehow believes it between the army's reports and Melody's demeanor, but turns to Melody and tells her that they cannot work with her while her mental state is unstable. Unbeknownst to him, Melody does not take his words at face value, observing how calm he was while claiming to be unable to keep up. Kaiser and "Kacho" provoke Melody into agreeing to help them.[2]

Chap 400 - Kaiser

Kaiser confesses his feelings for Melody

Kaiser begins by untangling Melody's situation. He explains that Melody has five visitation requests from Princes, and that now that the Princes are more aware of Nen, they've linked her music to the escape attempt. The 3rd Prince Zhang Lei and the 4th Prince Tserriednich want to talk and hear her play again, but the 1st Prince Benjamin, 5th Prince Tubeppa, and 7th Prince Luzurus are more explicit, requesting encores and offering pardons with an implication that refusal would lead to a death sentence. Kaiser is reminded to keep Keeney's death a secret from the "Kacho". After considering the merits of Melody's ability to aid the princes in assassinating one another, Kaiser posits that they use the opportunity to deceive all the eldest princes and administer the slow-acting poison while they're blacked out. Kaiser says he'll prepare the required supplies himself, and Melody questions why Kaiser would go to such lengths. He openly confesses his obsessive love for Melody, but Melody once again doubts him due to this heartbeat. She considers that Kaiser is a Manipulator controlling himself to present as a non-Nen user and that he could be working for a prince who didn't request a visitation.[2]

"Kacho" phases through the walls to return to her interrogation room, which amazes Kaiser each time he sees it. He sees Melody off, goes to "Kacho"'s interrogation room, and sees her off. He then thinks to himself that the VIP protection area is the safest place on the ship, and even Benjamin cannot interfere. Steiner sits at a desk near where Kaiser sees "Kacho" off, and Kaiser calls Steiner aside. He hands Steiner a small button and tells him to press it should Benjamin's men or the royal army arrive, claiming he can only ask Steiner because he's an outsider. Kaiser mentions that special martial law could turn the Justice Bureau from the most neutral institution on the Black Whale into a dictator's base of operations. If martial law occurs after several royal army soldiers arrive, they will charge and execute those considered insurgents within ten minutes. Steiner questions if things are that dire, and Kaiser is uncertain. Kaiser says Steiner is one of the few whose safety must be ensured, and Steiner complies with the request.[2]

"Kacho" is momentarily unable to find Fugetsu and wonders if Kaiser is their enemy. When she does find Fugetsu and sees her dire state, she alerts Melody. Melody has Kaiser adjust her meeting times so that she can pass Fugetsu in the hall. Kaiser does so, allowing Melody to witness Fugetsu's deteriorating condition and the evil spirits drawn to her. She thinks that a prince may be behind this, but none of the heartbeats from the five groups she speaks to imply any involvement. Due to this unknown threat, Melody tells Kaiser they should postpone the assassination attempts. Melody wants to be released on bail, but Kaiser says that doing so will allow princes to subpoena her and that Benjamin's men, especially, are waiting for Melody to emerge from the Justice Bureau's offices. Given this, Melody believes Kurapika is the only one she can rely on and requests that Kaiser go to room 1014 and tell him everything as soon as possible.[2]

The 7th and 9th Princes[]

Early on the eleventh day of the voyage, Kaiser joins "Kacho" and Melody in his office, where they their suspicion of 7th Prince Luzurus or his Guardian Spirit Beast for Fugetsu's addiction-like state due to his drug dealing to raise funds to back the mafia. Kaiser watches as Melody and "Kacho" reason out that Luzurus might not be aware that he was attacking Fugetsu and make a plan to use Fugetsu's Magical Worm and Melody's music to move an unconscious Luzurus onto a lifeboat and kill him by forcing him out of the Black Whale. Kacho mentions that it might be better to poison or strangle Luzurus on the spot, and Kaiser disagrees and says that it would be better to make it look like an accident, before volunteering to be the person carrying an unconscious Luzurus through Magical Worm and suggesting they carry out their plan while being questioned to establish an alibi.[9]

"Kacho" and Melody watch Kaiser, and he continues by reasoning out that Luzurus' guards claiming to be deceived by Melody's music would not be an issue because they could discredit their claims by finding traces of drugs in them. He also proposes a possible explanation for Luzurus' death itself, suggesting the plausible explanation that "Luzurus overdosed, spontaneously tried to escape, and had a heart attack". "Kacho" and Melody think that his proposal is alright, but Melody brings up the question of where Fugetsu would connect her door to. Kaiser does not understand and the two explain that Fugetsu can only use her Magical Worm to revisit places, in this case she would need to physically visit Luzurus' master bedroom. Kaiser says he can arrange for it, and asks them to come up with a reason why Fugetsu might have to personally visit each Prince, since it would disguise their goals and also be best to maximize the places they could go to for strategic reasons. He tells them not to worry about assassination since Fugetsu would be accompanied.[9]

"Kacho" suggests writing a letter to each Prince containing her last message for them. Kaiser thinks it's not a bad idea and reasons out that they would likely accept the letter if its safety was guaranteed, since everyone would be interested in it. He also reasons out that it would not be unnatural if they did not announce their visits for safety reasons. "Kacho" expresses her uncertainty that some of the Princes would allow a lower-ranked Prince inside and personally accept it, giving an example that Luzurus probably has a lot of things he would rather not show to someone in the Ministry of Justice. Kaiser thinks and says that it will depend on his negotiating skills, and at the worst case he could force an excuse to search his quarters. He asks them to warn Fugetsu, then looks up to see "Kacho" and Melody looking at him.[9]

He guesses that they are questioning his motivations, and prepares to re-explain his feelings for Melody. Melody cuts him off before he can begin and tells him that there is no return, and asks if he is sure that he wants to risk everything. Kaiser confirms that he does, and adds that he is not just helping them out of his feelings for her. He explains that he thinks it would be best for Fugetsu to take the throne and change the system, and that having Kacho by her side would protect her from Seiko's interference as well. He shares that he did not join the Ministry of Justice to blindly uphold the law, he did it to get the world closer to his ideal, gentler world, and is willing to do the dirty work to make that happen even if he loses the right to join that gentler world. Melody observes his heartbeat remaining the same despite his passionate words, and is unable to discern his true intent. She decides to maintain their current relationship to protect Fugetsu.[9]

Kaiser leads a team of Ministry of Justice members and Kakin's military to escort Fugetsu around Tier 1. They first make their way to the VVIP area where Benjamin is confined to, and request an audience with him to personally hand him a letter from the recently-deceased Kacho. Kaiser explains to Benjamin's soldier Butch that Kacho had passed away but wrote letters to all the Princes while she was alive, with instructions to personally hand them to each Prince if she died. He guarantees that there is no danger of explosives or poison, and asks for permission for Fugetsu to personally hand the letter to Benjamin under his supervision. Butch volunteers to take it to Benjamin, but Kaiser disagrees and says that it could be an official proclamation about the succession, in which case its contents could be disqualified if Kacho's wishes for the letter to be personally handed to Benjamin were defied. Kaiser asks for Benjamin to be contacted, and Benjamin lets them in.[9]

Kaiser watches as Benjamin receives the letter from Fugetsu. Benjamin checks with Kaiser that it is okay for him to open the letter before doing so, and Kaiser tells him that he will act as witness if there is any information pertaining to the succession. Benjamin reads the letter and says it contains nothing worth sharing, before changing the topic and asking Kaiser if they still had not found Musse. Kaiser says that they had been unable to, and had focused their search on Tier 1 with consideration for the time that Benjamin had closed off the passageway between Tiers 1 and 2, but still had not found him. Kaiser suggests that they could invoke their authority to conduct a search of all Princes' quarters, then trails off to let Benjamin cut him off. Benjamin interjects and tells him that he knew there would be no point, because of the ongoing dispute in about whether royal privilege or the military's authority had priority, and the situation with Butch did not qualify as a national threat, which is the prerequisite to declaring martial law.[9]

Kaiser agrees with Benjamin and is glad that he falls for leading questions. He thinks about how the point of contention in the court case is exactly what happened to Butch, where someone in the military is victim to the actions of someone with royal privilege, and how Benjamin chose to bring up martial law, hinting at the fact that he is waiting for an opportunity to implement martial law. Kaiser assumes that Benjamin had misspoken and not noticed it while pretending to remain calm over the contents of the letter.[9] Kaiser wishes that he could have shaken Benjamin up more with information pertaining to the succession itself or Benjamin himself, but remembers that it would backfire if he begins to suspect that the Ministry of Justice was behind the letters. He concludes that their actions were worthwhile as they had learnt that Benjamin was increasingly likely to declare martial law.[3] As they leave, Kaiser concludes that he was right to wait for Balsamilco to be away to carry out the plan, and that seeing how the other Princes reacted would be very educational.[9]

Kaiser escorts around Fugetsu to the other Princes' residences, and they eventually make their way to Room 1007, where Kaiser and Luzurus' guards observe as Fugetsu hands the letter over to him in his master bedroom. Kaiser watches intently as Luzurus begins to read the letter. Luzurus remarks in surprise about its contents, and then hears from Fugetsu that Kacho had not told her anything about the contents of the letters before he says that it has nothing to do with the succession, but hands the letter to Kaiser and suggests he reads it. Kaiser announces his intent to read it, but thinks about his earlier conversation with "Kacho" and Melody, where he had told "Kacho" what to write and suggested dropping bombs of insider information that the Ministry of Justice's independent investigators had gathered on the other Princes in each letter to shake up the Princes. Melody had brought up the point of how Kacho would have known of the information, and Kaiser agrees that the Princes would be desperate to discover the source of the leak before saying that he intended to deflect questions that dug to deep into Kacho,[note 1] and did not intend for her to return to the dangerous Tier 1 until the succession is over.[9]

Kaiser thinks that Luzurus might be more careful and skeptical than expected, before sharing that the contents could be whistleblowing on Tserriednich and dismissing them as rumors. Luzurus suggests its contents could be a defamation campaign in order to get the Ministry of Justice to dig up the real dirt on each Prince, and tells Kaiser that he can keep the letter.[9]

As they leave, Kaiser tells Fugetsu that they could postpone the rest if she was tired, though Fugetsu responds that she is fine and will do whatever she can. Luzurus' guard Basho introduces himself as Melody's colleague, and gives her a good luck charm that wards off the spirits that Fugetsu is unaware surround her. As Basho walks away, Kaiser bows deeply toward him, unaware that Steiner, part of Fugetsu's escort, saw him do so.[9]

At 8:50 a.m., "Kacho", Melody, and Kaiser once again gather in his office, where they decide to act as soon as possible in case Luzurus was not responsible for Fugetsu's situation. Melody brings up the fact that she would be unable to do anything while she was playing her ocarina, and Kaiser reassures them by saying that he can carry Luzurus himself if the tunnel is about ten meters long. They turn their attention to a rumbling that had recently happened, and Melody guesses that it belongs to either Halkenburg or his Guardian Spirit Beast. Melody brings up that Halkenburg himself had fallen ill, and that it was important to know whether him falling ill was planned or unexpected. She tells Kaiser that she wants to know all the details and that he should be given his letter as soon as he awakens. Kaiser tells her that he assigned someone he knows to attendant duty.[9] They discuss which Princes had received the letter, and Melody says that the 4th and 13th Princes had rejected the letter, and that the 9th is under medical treatment. "Kacho" mentions that she really wanted Tserriednich to read her letter and asks if he had declined, and hears Kaiser respond and tell her that she was making him sound nice, and had flat-out told them to toss the letter. "Kacho" moves on and says that any of them becoming interested in her tip-off is a windfall and they might come to rely on Fugetsu for information. Kaiser says that just the fact that they were able to mark Luzurus' room makes their operation a success. "Kacho" and Melody decide to postpone their plans for Luzurus until the night of the next day, and Kaiser suggests that they get some rest too.[3]

At the Justice Bureau, Kaiser reassures Steiner to not worry about the mass syncope episodes he mentioned as they walk along the hallway, letting him know that Halkenburg had given notification about them. He describes a conversation with Halkenburg where Halkenburg had attributed the mass-hypnosis-like effects to a combination of the joy of basking in his presence and the sudden release from the anxiety of anticipation, and Steiner agrees that they were talking about the same thing. Kaiser mentions that they did get a report that a dozen or so of the Princes' supporters who met him had simultaneously passed out in the waiting room, but had recovered and went about their business like Halkenburg had said. Steiner takes the chance to bring up another thing concerning him; one of the staff who was there during the visitation period had passed out with the same symptoms, but at a different time. Kaiser is intrigued and asks if it was a coincidence, and asks where the staff member is now. He thinks that it could not be explained by coincidence, and considers telling them about his situation in order to find out what Halkenburg is trying to do, and to form an alliance with him. Steiner tells Kaiser that the staff member is Worio Bay, standing by in Room E-6, his quarters, ostensibly for observation. Kaiser says that he will do an interview just in case, and wonders what Halkenburg would think of his actions.[3]

Kaiser decides that it is too risky to meet Halkenburg in person while his ability remains unknown, and decides to find out the truth through Worio. He finds Worio and asks him what really happened, reassuring Worio that he would not be censured because of his beliefs. Kaiser reveals that there have been mysterious abilities used in the succession battle, and that Kacho had used hers to escape the ship and died. He brings up his observation that the ship is seemingly covered by a barrier, and that King Nasubi has something to do with it. Kaiser tells Worio that he does not waste time on vague nonsense, that supernatural abilities do exist, and that the Princes are using them as weapons. He tells Worio that he personally supports Halkenburg, separate from his duties as Ministry of Justice Deputy Chief Prosecutor, as long as Fugetsu's safety can be assured. He notices Worio showing him the back of his left hand, and asks what it is. Worio explains that the mark on the back of his left hand was something he received from Halkenburg, and that he had received instructions from Halkenburg to tell him everything if he had brought up the topic of Nen abilities himself. Kaiser hears that Halkenburg had anticipated he would come to visit Worio, and Worio explains that Kaiser would obviously connect the dots for the mass fainting, in which case not visiting Halkenburg was proof of his wariness of Halkenburg, and by extension, indication of his awareness of Nen. Kaiser remarks at the astuteness of Halkenburg before Worio tells him that Halkenburg will die soon.[3]

Kaiser goes to visit Halkenburg as he rests in the Ministry of Justice's infirmary. Twelve of his supporters surround him, and Halkenburg himself lies unconscious with an I.V. drip attached. Kaiser remains a distance away, and observes Halkenburg, looking between the shoulders of his supporters.[3]

On the twelfth day of the voyage, Benjamin declares special martial law. Roughly 40 minutes after, Kaiser, together with Zodiacs Botobai Gigante and Mizaistom Nana, wait at the Justice Bureau with their hands up to receive him. Benjamin introduces himself and tells them that they would be his witnesses to the legitimacy of the special martial law declaration. Benjamin informs them that his basis for declaring special martial law is terrorism with a biological weapon with multiple co-conspirators, some of whom were accompanying the Princes' security teams when the Princes were taken to secure locations, and that the King's letter of authorization is being written as they speak, and can be retrieved when ready. Botobai steps close and asks Benjamin if he is alright. Benjamin emotionlessly says that there is no problem at all. As the two giants stare at each other in front of him, Kaiser wonders if Benjamin is pushing himself so hard because he had himself been infected, in which case would have 24 hours left at most, considering Halkenburg's progression. Kaiser hopes that they can stave the special martial law declaration off for one more day, after which they could see the light, and keeps in mind that he still has his final stronghold.[10]

Trivia[]

  • Kaiser is named after the German word for "emperor", usually reserved for the emperors of the German and Austrian Empires. The most well-known is Kaiser Wilhelm II.
