In a flashback to roughly 15 years before the Phantom Troupe’s debut,[2][3] Chrollo brings a new videotape to watch with Pakunoda at a church in Meteor City. At first, the two believe it's blank, but sometime later, Pakunoda is surprised to see the Mighty Sweepin' Power Cleaners on the television. Chrollo says that the Mighty Sweepin' Power Cleaners are popular worldwide, guessing that the VCR was programmed wrong and explaining that he fast-forwarded about ten minutes past the static. Pakunoda excitedly suggests inviting everyone to watch it together, even though it's in a different language. Still, Chrollo points out that it would be more fun if everyone could follow the story, asking her for a favor.[1]
Pakunoda is confused by the term dubbing, and Chrollo explains that it involves recording a voice-over to match the characters talking, adding that he will write up the script and asking her to voice the Pink Cleaner. Pakunoda replies that she can't say no to her little brother, but Chrollo quickly tells her not to call him that since he's older, with her replying that it never seems that way. Chrollo then says that he has one more favor, and Pakunoda guesses that he wants her to get Sheila and Sarasa to voice the Purple and Orange Cleaners, adding that the love triangles and exchanges between the female members are important and that it would be better to have three distinct voices. After the two girls agree to help, Chrollo happily presents the scripts to the three girls, and Pakunoda can't believe that he finished it in the time it took her to find the two of them. As Sarasa chooses the Orange Cleaner, Pakunoda realizes that Chrollo is voicing everyone else, and he explains that word might get out if more people are involved. Chrollo tells Sarasa that Orange is full of energy, and she cheerfully replies that it's the reason she picked her.[1]
On the day of the screening at the church, while he sets up the projector, Lisores tells the children to take their seats and wait until the screening starts. After the lights dim and the video starts, the audience cheers when they see the Power Cleaners. They are then left confused when the characters begin talking in their own language, realizing that someone must have redone the voices. Shalnark says that it sounds like Chrollo and Pakunoda, and Franklin replies that he knew the two of them were up to something. As the audience laughs at the scene where two female members having an argument over a guy while the obese, male one nervously tries to calm them down, the four children wait backstage and are happy that the dub is a hit. Chrollo praises the three girls and their timing, but Pakunoda says that he was more amazing since he voiced every male character and gave them all unique voices.[4]
However, the sound suddenly cuts off before the video also stops, leaving the audience disappointed. Backstage, Chrollo asks Lisores what the problem is, and he explains that the sound tape is tangled up, saying that while they could cut it to fix the problem, it would take a while. In the audience, one child wonders if it's broken, and another points out that it's to be expected in Meteor City since they only receive junk. After Chrollo asks Lisores for the microphone, Uvogin yells from the back of the auditorium and wonders if Chrollo has nothing else to play, with Machi kicking him and telling him to be quiet. Chrollo lightens the mood by saying that he thought there was a break and ended up in the bathroom after eating too many snacks. He then uses the voice of the Yellow Cleaner, and the children can't believe that someone their age does the voice. He seamlessly switches between the voices of the Blue, Red, and Green Cleaners and the monsters, leaving even Uvogin surprised that he voiced so many characters.[4]
Slowly raising his hand to silence them, Chrollo holds up three fingers and excitedly asks the audience for a countdown. The children follow his instructions, and the video begins at the end of the countdown, with Chrollo and the three girls voicing the characters live. Once the graffiti monster named Graffino appears, Chrollo's maniacal performance leaves his friends both impressed and frightened. However, he again seamlessly transitions to a much calmer voice and leaves everyone impressed by his performance. The group continues to voice the characters as Chrollo switches between heroes and villains, with the Power Cleaners finally combining their powers and using their "Clean Sweep" move as a group to defeat the villains.[4]
After the performance, Uvogin asks Chrollo if there were more episodes on the tape, and Chrollo confirms that there are at least eight episodes. Uvogin asks to play the monster next, and Chrollo is left surprised. Nobunaga asks to play the Green Cleaner, Feitan the Yellow Cleaner, and Phinks the Blue Cleaner. Shalnark happily picks the genius scientist in the love triangle with Purple and Pink. Franklin says that he will be the Disgust-King and asks Machi for her choice, but she quickly declines.[4]
The group is then seen performing together at the church, working on their scripts, and making their own props. Machi refuses the role of the good princess and tells Uvogin to play her, adding that she will only join in if she gets to be a villain. Franklin says that the Disgust-Queen is the next villain, but Pakunoda points out that since the Queen is Purple's twin sister, Sheila should play the dual role. Phinks suggests Sarasa for the role of the princess since the Orange Cleaner has a small role, but Chrollo points out that the two characters have a big scene together two episodes later.[4]
Later, Chrollo asks where Sarasa is, and Phinks says that she left since she has sorting duty. Chrollo is worried that she went by herself, but Shalnark assures him that she will be fine since her community is nearby. They explain that she doesn't need to rehearse since the Orange Cleaner only has to answer the phone and say her catchphrase in the current episode, adding that she swapped shifts since she will be busier for the next rehearsal. Elsewhere, Sarasa happily walks alone through the piles of trash and says that she can't wait to see the others' faces when she finds a new video, adding that none of them know about the pile of tapes at the corporate dump near Uga Forest. She also says that since she memorized how "Power Cleaners" is written in the official language, she can easily find the tapes by the title.[4]
At the church, it's announced that there will be another special screening of the Power Cleaners. With the group unable to find Sarasa, the audience is left waiting for the performance, and one of the children notices Chrollo walking out and announces that Red is there, causing everyone else to cheer. Chrollo reveals that they have to cancel the performance since they need to look for Sarasa. One of the children quickly addresses Chrollo as Red and offers to help with the search, with several others also volunteering. Although Chrollo is worried about their safety, Uvogin energetically tells them to gather by hamlet and talk to the caretakers first before asking the factory manager and getting the men's help. He adds that if they mention Chrollo's name, no one will refuse to help. Phinks excitedly says that they will find Orange, and the children begin to assure Chrollo that they can do it together.[3]

- Mighty Sweepin' Power Cleaners is based on the Japanese Kyōryū Sentai Zyuranger, which was then adapted into Mighty Morphin Power Rangers in the USA. The main differences are they don't possess Zords since the monsters' rulers, Disgust-King and Disgust-Queen, don't have the power to turn them into a gigantic size, and they harness cleaning equipment as Power Weapons. Furthermore, they don't have a mentor and auxiliary Cleaners.
- The fact that the Purple Cleaner and Disgust-Queen are siblings mirrors the connection between the Red Ranger Andros and the Monarch of Evil Astronema.
- The Genius Scientist seems to share the same roles as Angela Fairweather and Dr K.
- Disgust-King and Disgust-Queen parallel the roles of Lord Zedd and Rita Repulsa. Disgust-Queen's and Rita Repulsa's names are derived from the negative traits of disgusting and repulsive, respectively.
- It is interesting to notice that Nobunaga Hazama in his youth dubs the Green Cleaner, which is equivalent to Tommy Oliver the Green Ranger. Both of them are well-versed in eastern martial arts and have their long hair being tied into a ponytail by the Green Cleaner and Tommy Oliver; a topknot by Nobunaga Hazama.
- In a twisted way, the series catalyzed the foundation of Phantom Troupe, the world's most feared gang of criminals. It is ironic, given that the Spiders are the absolute opposite of the heroic Cleaners.
- At least one episode has parts set in the Kantō region of eastern Japan (or a place with similar toponymy), as a character mentions an attraction named Tokyo Land actually being located in Chiba (the prefecture to Tokyo’s east; also part of the Greater Tokyo Area).[4]
- The Red Cleaner, who is shown running to the villains' hideout while being reminded by the Green Cleaner to wait for the Blue and Yellow Cleaners somewhat resembles Gon Freecss.[4]
