The Needle People are a large group of civilians that were manipulated through Illumi's Nen ability.[1]
Appearance[]
The Needle People all wear various types and kinds of clothing. A few disguising looks are their trance-like looks, discombobulated eyes, and a single needle sticking out of their heads.[1]
Personality[]
The Needle People have lost their original personalities thanks to the needle inserted into every one of them by Illumi and now act as his mindless drones.[1]

Chairman Election arc[]
Illumi parks the car just outside of the Parasta Airport that Hisoka and he were in and saw that Killua had eight decoys blimps going off in different directions. Realizing this was a tactic to avoid being caught by him, Illumi plucks multiple needles from his body and then endows them with his Nen. Hisoka compliments Illumi's aura as Illumi describes how they work by sticking them into humans who will obey him until they die of exhaustion.[1]
On the phone with Morel while driving a blimp with Alluka also on board, Killua explains to Morel the situation with Illumi and the "Needle People" he'll create and send to capture them. During Killua's explanation concerning the Needle People, Illumi enters a populated park and tosses his needles at the people surrounding, creating said "Needle People". Killua then requests Morel for backup to capture the Needle People and have Illumi arrested for violating the 4th Hunter Bylaw. Alerted by this, Morel agrees to contact Teradein and Bushidora for their assistance on the situation. In turn, they're joined by Loupe, and with full access to the airport flight logs, they devise a plan to counterattack Illumi's ploy with the Needle People. Leading a massive number of Hunters, Teradein orders them to capture anyone approaching the blimps rather than look for the Needle People. With that, both Illumi and Teradien send their forces out into action.[1]
Eventually, after nearly slaughtering the Point A Hunters, Illumi creates another Needle Person to relay a false message to Teradein's group that all is clear on their side. Despite this all-clear report, Bushidora is suspicious of it, noting that Illumi's Needles can control people and that Point A could be compromised. Not trusting what he calls amateurs, Bushidora volunteers to go out and deal with the situation as the Captain of the Pure Paladin Squad. However, Bushidora, accompanied by a large group of Temp Hunters, were later killed by what Teradien suspected to be the Needle People. In reality, it was Hisoka who did the deed.[2]

Elsewhere, Killua lands his blimp, and Hishita pulls up in his car and picks him and Alluka up. Killua orders Hishita to take them to the hospital, but while driving through a forest, they're soon ambushed in the forest by the Needle People, and Hishita becomes one of them. As Killua tries to assess the situation, Illumi approaches the car from afar.[2] Astounded by the situation with Illumi and his Needle People, Killua handles the situation involving Illumi and his Needle People, making them retreat into the night.[3]
Abilities & Powers[]
Although the Needle People are ordinary humans, it is possible for them to exert power beyond their own physical ability to the point where they can overwhelm Hunters, especially when they attack as a group.[2]
