The Owl NPC is a Greed Island animal that is used for delivering an invitation to the lucky winner of the Quiz contest.[1]

Once Gon collects the 99 designated cards and wins the quiz, this owl appears and gives him the card: Letter Invitation from the Island's Ruler.[1]

This card's designated number is 110, therefore it is not needed to finish the game. It is, however, an S-rank card with a 1-card limit. This makes it the rarest card in the game, along with Ruler's Blessing.[1]
