Worio Bay (ウォーリオ=ベイ, Wōrio Bei) is a staff member of the Kakin Justice Bureau.[1]
Appearance[]
Worio has a large, square jaw, prominent eyebrows, and a large nose. He has a thick head of hair parted to his right and wears a suit and tie.[1]
Personality[]
Appearing quiet and reserved at first, Worio is very willing to show Halkenburg's mark and to explain the situation to Kaiser.[1]

Succession Contest arc[]
During a conversation with Kaiser about people fainting in Halkenburg's presence, Steiner mentions that one staff member who was there during the visit from Halkenburg's supporters also fainted with the same symptoms, but at a different time and place. While asking Steiner where the staff member is now, Kaiser thinks to himself about possibly telling them about the situation to find out what Halkenburg is planning so they can form an alliance. Steiner tells him that he's waiting in his quarters under the pretense of medical observation. Kaiser then plans to conduct an interview and asks for both his name and room number. As Steiner tells him that his name is Worio Bay and his room number is E-6, Kaiser assures himself that getting information from Worio is the right decision since it would be too risky to meet with Halkenburg in person since his ability is still unknown.[1]

Worio questioned by Kaiser
In Worio's quarters, Kaiser asks him what really happened and promises that he will never be censured at the Justice Department for his beliefs. He then says that they know mysterious abilities are being used in the succession contest, revealing that Kacho lost her life when she used hers to try to escape the ship. Worio visibly reacts to his words, and Kaiser adds that the ship is possibly covered by a barrier, with the King himself having something to do with it. Kaiser then gets serious and says that he doesn't waste time on vague nonsense, stating that supernatural abilities exist and that the Princes are using them as weapons. He assures Worio that, apart from his duties as the Justice Department's deputy chief prosecutor, he supports Halkenburg as long as Fugetsu's safety is guaranteed.[1]
Worio then holds up his left hand, and Kaiser asks what it is. Worio replies that it's a mark he received from Halkenburg, who told him to tell Kaiser everything if he mentioned the topic of Nen abilities. Kaiser asks if Halkenburg anticipated that he would visit Worio, and Worio confirms it, explaining that Kaiser would obviously put the pieces together regarding the mass fainting and that if he didn't visit Halkenburg, it was proof that he was wary of him because he knew of the existence of Nen. After Kaiser praises Halkenburg for his astute judgment, Worio suddenly reveals that Halkenburg will die soon.[1]
Nen[]
Just like Halkenburg's other followers (e.g., Yuhirai and Shedule) who can use Nen in a limited fashion, but can't control it themselves.[2] Worio is presumably half-awakened after receiving the Prince's mark.

- The name Worio Bay (ウォーリオ ベイ) is most likely a reference to the character of Benvolio from William Shakespeare's tragedy Romeo and Juliet. In Japanese, the character's name is ベンヴォーリオ (Benvōrio). In addition, Yoshihiro Togashi's author comment for the chapter in which Worio was introduced mentions Romeo and Juliet among the plays recently seen by the author.
